Exhibit A <br />Preliminary Findings <br />Separation Between Recreational Retail Marijuana Uses <br />(City File CA 18-4) <br />Overview <br />The goal of this proposed land use code amendment is to create a minimum 1,000 foot separation <br />between existing licensed recreational retail marijuana stores and any new recreational retail marijuana <br />stores. <br />As a result of the land use code amendment, new recreational retail marijuana stores must be <br />located at least 1,000 feet from the premises of existing licensed recreational retail marijuana stores <br />in the following 14 zones: <br />o C-1 Neighborhood Commercial <br />o C-2 Community Commercial <br />o C-3 Major Commercial <br />o GO General Office <br />o E-1 Campus Employment <br />o E-2 Mixed Use Employment <br />o S -C Chambers Special Area Zone - Community Commercial sub area <br />o S -CN - Chase Node Special Area Zone - Commercial (S-CN/C) and High Density Residential <br />Mixed Use (S-CN/HDR/MU) sub areas <br />o S -DW — Downtown Westside Special Area Zone <br />o S -F — Fifth Street Special Area Zone <br />o S -HB — Blair Boulevard Historic Commercial Special Area Zone <br />o S -RN — Royal Node Special Area Zone - Residential Mixed Use (RMU), Commercial Mixed Use <br />(CMU) and Main Street Commercial (MSC) sub areas <br />o S -SW — Walnut Station Special Area Zone <br />o S -W — Whiteaker Special Area Zone <br />Findings <br />Eugene Code Section 9.8065 requires that the following approval criteria (in bold italics) be applied to <br />a code amendment: <br />(1) The amendment is consistent with applicable statewide planning goals adopted by the Land <br />Conservation and Development Commission. <br />Goal 1 - Citizen Involvement. To develop a citizen involvement program that insures the opportunity <br />for citizens to be involved in all phases of the planning process. <br />The City has acknowledged provisions for community involvement which insure the opportunity for <br />
