Mr. Kelly noted several issues of concern to him, including the sound walls and the fact residents disagreed
with ODOT's conclusion that the existing berm and fence address noise, even at current traffic volumes. He
believed the fact the project added a lane in both directions to I-5 between Beltline and I-105 and on Beltline
between Coburg and Gateway needed to be highlighted for the public.

Mr. Rayor asked if the berm and wooden fences were within the ODOT right-of-way. Mr. McRae believed
they were in the EWEB right-of-way. Mr. Rayor encouraged staff to check into that. Mr. McRae
acknowledged that in some places, the ownership was not clear.

The meeting adjourned at 7:51 p.m.

Respectfully submitted,

James R.
