Seeing no one wishing to speak, he closed the public <br />hearing and called for questions from the council. <br /> <br />City Manager Johnson asked the council to consider Council Bill 4720, an ordinance concerning <br />the Federal Emergency Management Agency (FEMA) flood insurance study and floodway maps; <br />amending Section 9.603 of the Eugene Code 1971, and declaring an emergency. <br /> <br /> Councilor Meisner moved, seconded by Councilor Nathanson, that the bill, <br /> with the unanimous consent of the council, be read the second time by <br /> council bill number only and that enactment be considered at that time. Roll <br /> call vote; the motion passed unanimously, 8:0. <br /> <br />Councilor Rayor questioned the timing of the code changes outlined in the letter from the Army <br />Corps of Engineers.
