None were put forth. <br /> <br />5.PUBLIC HEARING: A PROPOSAL TO AMEND THE EUGENE CITY CHARTER ON EUGENE <br /> WATER AND ELECTRIC BOARD TELECOMMUNICATIONS AUTHORITY <br /> <br />Para Berrian of the Administrative Services Department provided a presentation on the item to <br />council. She reported that in 1997, the City Council provided the Eugene Water & Electric Board <br />of Directors authority to construct a telecommunications infrastructure and operational network. <br />She noted that in 1997 the council gave permission for the Eugene Water & Electric Board <br />(EWEB) to lease excess capacity in the Phase 1 core system to help create revenue that would <br />help fund a subsequent phase of construction to customers (Phase 2). She went on to say that in <br />1998-99 EVVEB shared its network in open meetings of the EVVEB board and throughout the <br />community. Ms. Berrian said that in 1999, Phase 1 of the network was completed. <br /> <br />Ms. Berrian said that in researching information for Phase 2, EWEB become convinced that broad <br />charter authority, rather than a memorandum of understanding, would provide greater legal <br />authority for the board to begin Phase 2 and would, as a voter mandate, illustrate public approval <br />of EWEB's work. <br /> <br />Mayor Torrey opened the public hearing. <br /> <br />Ron Eachus, Salem, Oregon, spoke as chair of the Oregon Public Utility Commission. He <br />stressed that he was not present to make any kind of a judgement on the validity or financial <br />viability of proceeding. He noted that, statewide, only 3.9 percent of telecommunications <br />service was being provided by competitive providers.
