Council Discussion: <br />•Councilor Clark – asked if there was anything time-sensitive about approving Item C, theannexation proposal that was raised during Public Forum; asked if this is a private applicationand if the annexation was in conjunction with development; said he has questions about theissues of density related to the River Road-Santa Clara refinement plan and that he wants tolearn more so that they can deal with these issues in a uniform way. <br />•Councilor Syrett – noted that council has the option of having a hearing on a proposedannexation and recommended going in that direction to get additional information and hearfrom others; asked which street would be used to access the property proposed for annexation. <br />MOTION AND VOTE: Councilor Clark, seconded by Syrett, moved to send this to a public hearing. PASSED 8:0. <br />3.ACTION: An Ordinance Concerning Restrictions on the Use of Polystyrene Containers and <br />Adding Sections 6.874, 6.876, and 6.878 to the Eugene Code, 1971.City Manager Pro Tem Sarah Medary reminded everyone that a Public Hearing was held on thisissue on November 18, 2019. <br />MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to adopt an Ordinance Concerning Restrictions on the Use of Polystyrene Containers and Adding Sections 6.874, 6.876, and 6.878 to the Eugene Code, 1971.
