ATTACHMENT C <br />Resolution - Page 1 of 2 <br />RESOLUTION NO. _______ <br />A RESOLUTION ADOPTING AMENDMENTS TO THE SYSTEM <br />DEVELOPMENT CHARGE METHODOLOGIES (GENERAL <br />METHODOLOGY AND APPENDICES A AND F) ORIGINALLY <br />ADOPTED BY RESOLUTION NO. 4900; REPLACING APPENDIX E TO <br />THE SYSTEM DEVELOPMENT CHARGE METHODOLOGIES <br />ORIGINALLY ADOPTED BY RESOLUTION NO. 4900; REPEALING <br />RESOLUTION NO. 4929; PROVIDING A PHASED SDC INCREASE; AND <br />PROVIDING AN EFFECTIVE DATE <br />The City Council of the City of Eugene finds as follows: <br />A.The City of Eugene System Development Charge Methodologies document was <br />adopted by Resolution No. 4900, effective on May 7, 2007 and has subsequently been amended, <br />most recently by Resolution No. 5254 on November 26, 2018. <br />B.The Eugene City Council held a public hearing on January 21, 2020 to accept public <br />testimony on the amendments to the System Development Charge Methodologies made by this <br />Resolution. <br />NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br />Section 1. The amendments to the City of Eugene System Development Charge <br />Methodologies shown in Exhibits A to this Resolution are adopted and include amendments to: <br />A.The General Methodology; <br />B.Appendix A (“Definitions of General Terms and Transportation Use Codes & <br />Cross-References for Wastewater & Parks SDCs Based Upon HUD BPR Use <br />Codes Descriptions”); and <br />C.Appendix F (“Local SDC System Formulas and General Fee Schedule”). <br />Section 2. Appendix E to the City of Eugene System Development Charge Methodologies <br />is repealed and replaced with the Appendix E (“Parks System Charge Detail”) at Exhibit B to this <br />Resolution. <br />Section 3. The unamended portions of the City of Eugene System Development Charge <br />Methodologies, including the entirety of Appendices B, C, and D, remain in full force and effect. <br />Section 4.
