He said that first reading was a formality, and generally discussion <br />took place when the substantive motion was made. He acknowledged, however, that Councilor <br />Pap~ had the right to do so. <br /> <br />Councilor Kelly asked the council to consider directing staff to take action on the issue of interim <br />buffers. <br /> <br />Councilor Lee expressed concerns about the impact of Councilor Papa's vote on the council's <br />already full agenda on April 26. <br /> <br />Councilor Pap~ said that if the council would reconsider the emergency clause, he would <br />reconsider his vote. <br /> <br />Mayor Torrey called for a one-minute recess. The council reconvened. <br /> <br /> Councilor Pap~ moved to reconsider his vote on the last motion. <br /> <br />Mayor Torrey pronounced the vote on first reading to be unanimous.
