Ms. Taylor saw no purpose to the motion as there was nothing to prevent visitors from using City <br />streets and she did not want to build streets to facilitate getting more people to Eugene. <br /> <br />Mr. Meisner did not want the text to be misused to justify a "huge highway project that does not <br />serve the community." He said that the text sounded harmless, but he did not trust its application <br />in the future. He suggested instead that the definition of accessible could be revised to address <br />the issue of visitors' use of the transportation system. <br /> <br />Mr. Pap~ pointed out that rail was also part of the transportation system and asked if the policy <br />would affect rail. Ms. Childs said yes. <br /> <br /> The motion failed on a 3:3 tie, Mr. Lee, Mr. Pap~, and Mr. Rayor voting yes, <br /> and Mr. Meisner, Mr. Kelly, and Ms. Taylor voting no. <br /> <br /> Mr. Kelly moved, seconded by Mr. Meisner, to modify the definition and intent <br /> of accessible to read that "An accessible transportation system is one that <br /> serves all areas of the community and offers both residents and visitors <br /> convenient and reliable transportation options." <br /> <br />Responding to a question from Ms. Taylor, Mr. Meisner said that the modification merely said that <br />visitors got a convenient system, but not a separate "right." <br /> <br /> The motion passed, 5:1; Ms. Taylor voting no. <br /> <br />The meeting adjourned at 8:30 p.m. <br /> <br />Respectfully submitted, <br /> <br />Jim Johnson <br />City Manager <br /> <br />(Recorded by Kimberly Young) <br /> <br />MINUTES--Eugene City Council June 21, 2000 Page 18 <br /> Work Session <br /> <br /> <br />
