Councilor Pap~ stated that he was very pro youth and would support the motion. He expressed a <br />hope that the levy would not affect the passage of the downtown police station bond. He <br />reiterated the need for help from other intergovernmental agencies so that the program could be <br />extended beyond two years. <br /> <br />Mayor Torrey said that, when at a subcommittee meeting of the National Conference of Mayors in <br />Chicago, he had talked, at length, about the gap analysis done in the City of Eugene. He said that <br />a number of mayors from around the country had been interested. He opined that the proposed <br />program was a trailblazing effort. <br /> <br /> Roll call vote; the motion passed unanimously, 6:0. <br /> <br />Mayor Torrey noted that both councilors Lee and Nathanson had indicated that they would have <br />voted for the resolution had they been present. <br /> <br /> Councilor Kelly moved that the City Manager explore mechanisms such that <br /> youth programs, that are paid for with City funds, serve only City residents. <br /> The motion died for lack of a second. <br /> <br />Councilors took a five-minute break. <br /> <br />Councilor Kelly, seconded by Councilor Pap~, moved that the City Manager <br />prepare an informational tabloid on both November measures for the voters, <br />similar in format and expense to the Parks and Open Space tabloid. <br />Councilor Taylor opposed the motion. She said that City money did not need to be spent for a <br />tabloid when the media would cover the measure adequately. <br /> <br />Councilor Meisner disagreed and stressed the need for the city to provide specifics about the <br />measure. He stated his support for the motion. <br /> <br />Councilor Rayor did not support the motion. He commented that a tabloid could not be done since <br />there was no way to know how the money would be distributed yet. <br /> <br />Councilor Kelly commented that he did not see another way to describe the types of programs <br />being offered. <br /> <br /> Roll call vote; the motion passed, 4:2 with councilors Taylor and Rayor in <br /> opposition. <br /> <br /> Councilor Kelly, seconded by Councilor Meisner, moved to direct staff to <br /> return to the council with suggestions for how the spending of local option <br /> levy money can be limited to the children of City of Eugene taxpayers.
