Councilor Pap~ did not support the amendment. He stressed the importance of responsibility in <br />regard to any urban renewal district. He emphasized showing the General Services <br />Administration (GSA) that the council was serious about improving the area around which the <br />new courthouse would be built. <br /> <br />Councilor Fart noted that the council had been meeting for six hours. He opined that all of the <br />council had the same vision and expressed a desire to vote on the issue and get it done. <br /> <br /> The motion to amend resulted in a tie vote of 4:4. Mayor Torrey voted in <br /> favor of the amendment. The motion to amend passed, 5:4, with councilors <br /> Farr, Pap~, Meisner, and Kelly voting in opposition. <br /> <br /> Councilor Bettman, seconded by Councilor Taylor, moved to remove from <br /> section F, "...and GSA finance infrastructure improvements..." The motion <br /> failed, 6:2, with Councilors Bettman and Taylor voting in favor. <br /> <br /> The main motion passed, 7:1, with Councilor Bettman voting in opposition. <br /> <br />Mayor Torrey adjourned the meeting of the urban renewal agency and reconvened the meeting of <br />the Eugene City Council. <br /> <br /> Councilor Taylor, seconded by Councilor Nathanson, moved to adopt the <br /> proposal, as amended, in support of selecting a Eugene site for the federal <br /> courthouse.
