Ms. Wilson reported she was a member of the informal work group doing rule making for the Connect <br />Oregon legislation. <br /> <br />Ms. Bettman requested an update on HB 417 regarding special districts bill via e-mail. Ms. Wilson said <br />that trying to work out through annexation work group. Senator Walker was working with the League of <br />Oregon Cities on amendments to put City more in line with the rest of the state. The LOC was drafting the <br />legislation to ensure that when the bill comes out, annexation in Lane County would be more in line with <br />how it worked in the rest of the state, rather than merely having a boundary commission with a different <br />name. <br /> <br />The committee discussed the committee’s role in reviewing personnel-related and collective bargaining bills <br />with statewide implications with City Attorney Jerry Lidz, who provided the committee with background <br />regarding a resolution adopted by the council in 1989 that gave the City Manager authority over certain <br />personnel related matters. He acknowledged the resolution was “crystal clear” and staff was reviewing the <br />minutes and agenda item summary regarding the resolution. Mayor Piercy said the resolution authorized the <br />City Manager to speak on behalf of the City; she questioned if that meant the City Manager or his designee <br />could take a position in opposition to council policy or precluded the council from looking at those bills. <br />Mr. Lidz did not know. He said that given the archival research needed, Mr. Klein expected to have an <br />answer shortly. <br /> <br />Mr. Lidz believed the original reason for the delegation so the council did not find itself at odds with the <br />manager’s local positions on collective bargaining. <br /> <br />Mr. Lidz pointed out the council could repeal the resolution if it chose to do so. <br /> <br />The committee agreed with a suggestion from Mr. Pryor that while the resolution was in effect, Intergov- <br />ernmental Relations staff should abide by the manager’s position unless it was reversed by the council. If <br />the CCIGR was unanimous on a position about a bill, Ms. Wilson should take that position over the City <br />Manager’s position until the issues were worked out. <br /> <br />Ms. Bettman requested the enabling language that established the CCIGR. <br /> <br />The next meeting was scheduled for March 9 at noon. Ms. Bettman asked that personnel bills be placed <br />first on the agenda. <br /> <br />Mr. Pryor left the meeting. <br /> <br />CCIGR members briefly discussed the logistics of upcoming United Front meeting to Washington, DC. <br /> <br />Ms. Bettman adjourned the meeting at 1:51 p.m. <br /> <br />(Recorded by Kimberly Young) <br /> <br /> <br />MINUTES—Council Committee on Intergovernmental Relations February 22, 2007 Page 6 <br /> <br />
