<br />1.3.4 Nodal Development Adjustments <br />The General Plan (Metro Plan) recognizes the plan designation of "Nodal <br />Development Area (Nodes)". The intent of this designation is to establish areas <br />for mixed-use, pedestrian-friendly development that will reduce reliance on the <br />automobile. There is evidence that shows that this type of development can <br />result in reduced automobile .trip generation rates. Furthermore, the Oregon <br />Transportation Planning Rule (TPR), in OAR 660-012-0060(5) states in part that: <br /> <br />. . . local governments shall give full credit for potential reduction <br />in vehicle trips for uses located in mixed-use, pedestrian-friendly <br />centers. . . <br /> <br />and, <br /> <br />. . . local governments shall assume that uses located within a <br />mixed-use, pedestrian-friendly center, or neighborhood, will <br />generate 100/0 fewer daily and peak hour trips than are specified in <br />available published estimates, such as those provided by the <br />Institute of Transportation Engineers (ITE) Trip Generation <br />Manual. . . <br /> <br />Based on this information, the City will apply a ten percent reduction in the street (auto- <br />related) component of the transportation SDC to approved development types in <br />designated Nodal Development Areas. <br /> <br />City of Eugene SDc Methodologies <br /> <br />Transportation <br />
