18.1.1 Develop standards for large developers to offset new infrastructure demands with onsite <br />energy generation and water retention. <br />18.1.2 Assess existing critical infrastructure such as streets, electrical grid, stormwater system, <br />etc. to determine key weaknesses in the event of a natural disaster <br />18.1.3 Develop a prioritized list of projects based on infrastructure assessment <br />18.1.4 Ensure that each neighborhood has sufficient FEMA drop off sites, water access points, and <br />at least one sheltering location per neighborhood according to disaster planning <br />18.2 Increase home and neighborhood food production and storage through local land use regulations <br />and community education, outreach and programs. <br />18.2.1 Encourage development of community food sharing/food swapping systems <br />18.2.2 Allow owner maintenance of landscaping between sidewalk and curb. <br />18.2.3 Permit small scale collective sale of neighborhood produce <br />18.3 Renewable Resources and Energy: Promote renewable resources and energy conservation to <br />decrease reliance on public utility grid through community education, outreach and incentives. <br />18.3.1 Widely share up to date information on opportunities and rules around stormwater flow <br />and rainwater catchment in our area <br />18.3.2 Share information on graywater and encourage safe implementation <br />18.3.3 Work with city of Eugene to develop performance criteria for retrofits that improve house <br />envelope or increase resilience at reduced fees <br />18.3.4 Promote utility incentives for energy conservation programs <br />18.3.5 Ensure infiltration of all residential stormwater through information, advocacy, and <br />mapping problem areas <br />18.4 Neighborhood-wide Emergency Preparedness: Educate and prepare for natural disasters by funding <br />regular Community Emergency Response Team training and through community volunteer efforts <br />18.4.1 Create opportunities for annual CERT training and disaster plan training <br />18.4.2 Provide water purification options at identified locations <br />18.4.3 Encourage the identification of most vulnerable residents who would need additional <br />support in a disaster. <br />18.4.4 Create centralized emergency centers that will provide water, food, emergency supplies <br />and electricity in case of natural disaster <br />CC Agenda - Page 31
