1. Introduction/Purpose <br />The Code Framework is intended to present the preliminary regulating plan, zones, and form giving <br />development standards for the River Road Corridor Study Area. The purpose of the Code Framework is <br />to establish the overall direction of the zone prior to the detailed development in the Administrative <br />Draft Code. <br /> <br />The Code Framework is organized into the following sections: <br /> <br />• Design Principles. The Design Principles provide the high-level vision for the Corridor Study <br />Area developed by the community and City of Eugene. These formulate the intent of the code <br />but are not enforceable and may not be included as part of the final code. <br />• River Road Base Zones. This section describes the overall character of the zones in the <br />Corridor Study Area. As discussed with the City of Eugene, the zones will be utilized as <br />generalized “Corridor” districts that may be used throughout the City. Each new base zone <br />includes the following: <br />o Purpose Statement. Provides direct guidance and relevance of the zones to the River <br />Road area. Each statement defines a general purpose of the zone that may be applied <br />elsewhere in the City. <br />o Design Objectives. Guiding principles for the Design Guidelines and Standards. The <br />design objectives are not enforceable but set the intent for each district and provide a <br />basis for developing design standards and guidelines. The Design Objectives may be <br />omitted from the final code for the new zones. <br />o Example Development Typologies. Images and diagrams of development typologies <br />that are allowed in the zone. <br />• Preliminary Regulating Plans. This section includes a map of the proposed zones in the River <br />Road Corridor Area and a map illustrating frontages where a ground floor active frontage may <br />be required. <br />• Development Standards. This section outlines high-level development standards for each <br />new zone in the River Road Corridor Study Area. The section includes a detailed development <br />standards table. <br />• Design Standards Outline. This section provides a preliminary outline of how the Guidelines <br />and Standards sections of the Code will be organized, including topics to be addressed in each <br />section. <br /> <br />CC Agenda - Page 38
