20-Minute Neighborhood – Encourage a neighborhood where people can meet most of their daily <br />needs, including shopping, work, school, socializing, and gathering, within a safe, convenient, and <br />inviting 20-minute walking distance. <br />Community Gathering Spaces – Create places for people to gather and socialize throughout the <br />neighborhood at parks, public plazas, businesses, transit station areas, schools, community centers, <br />and other welcoming locations. <br />Neighborhood Centers – Plan for areas of higher activity and mixed-uses at key centers along the <br />Corridor where transit, businesses, a variety of housing options, gathering spaces, and other <br />neighborhood places are concentrated. <br />Centers and Not Centers – Along the Corridor, balance the placement of Centers with other places <br />that are less concentrated and lower-intensity to create a rhythm of active and quieter spaces. <br />Buffer Existing Uses – Use a blend of open spaces, landscape and green network places, and use and <br />development standards to provide buffer and spacing between uses and help mitigate undue impacts <br />from adjacent development uses. <br />Buffer the Greenway - Use a blend of open spaces, landscape and green network places, and use and <br />development standards to provide buffer and spacing between the Willamette Greenway and existing <br />and new development and public access sites, helping preserve the quiet and secluded qualities of <br />the neighborhood river. <br />Active Streets in Centers – Encourage active business, housing, and public uses along streets in <br />Neighborhood Centers with projects and spaces that have a strong street presence and unify public <br />and private spaces. <br />3. River Road Corridor Zones <br />The zoning code framework for River Road Corridor creates four new base zones: <br />• Corridor Mixed-Use (COR-MU) <br />• Corridor Residential (COR-RES) <br />• Residential Middle Options (R-M) <br />• Residential Middle Options Plus (R-M Plus) <br />These new zones (COR-MU, COR-RES, R-M and R-M Plus) will replace most existing zoning <br />designations (C-1, C-2, R-1, R-2, GO and AG) in the River Road Corridor area. <br />The new zones will regulate residential building types in addition to land use and permit <br />requirements. The residential building types will be defined in the Admin Draft Code. The State of <br />Oregon Model Code for Middle Housing (under development in 2020) will also create definitions for <br />these types and the final code draft should align with the Oregon Model Code definitions. <br /> <br /> <br />CC Agenda - Page 40
