6.3 Draft Design Standard Considerations <br />The following section outlines preliminary design considerations for special topics identified by the <br />City and community through the River Road Corridor Plan process. These considerations outline <br />potential direction for the Design Standards that will be developed in the Administrative Draft Code. <br />Site Design <br />• Frontage/Activation Requirements <br />a) Special design requirements are established for buildings located on parcels identified in the <br />Zoning Map as Possible Frontage/Activation areas. Potential requirements may include: <br />i) Minimum percentage of frontage required to be “active frontage” with associated building <br />design requirements <br />ii) Building design requirements that allow for flexible ground floor land uses that can <br />support commercial retail uses <br />iii) Building design requirements that specify minimum transparency, depth of active space, <br />proximity to sidewalk, and other similar requirements that provide for an active frontage. <br /> <br />Building Design <br />• Transitions to adjacent properties <br />a) In addition to the development standards for each zone, additional design standards will <br />regulate concern about privacy and adjacencies in residential areas. <br />i) Minimum landscape buffer requirements <br />ii) Additional interior setback requirements when transitioning to single-story buildings <br />iii) Limit height through a sloping plane from lower height districts <br />iv) Limit location and setback of balconies and roof terraces <br />v) Require offset windows adjacent to existing buildings <br />• Transitions to Willamette Greenway <br />a) 100-foot building setback from top of bank (aligned with water resource overlay) <br />b) Additional landscape buffer <br />c) Restrict fences fronting Willamette Greenway <br />d) Limit height through a sloping plane adjacent to river <br /> <br /> <br />CC Agenda - Page 58
