MINUTES – Eugene City Council Meeting January 13, 2020 Page 1 <br />MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />January 13, 2020 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Claire Syrett, Chris Pryor Mayor Vinis opened the January 13, 2020, meeting of the Eugene City Council. <br />1.ACTION: Election of New Councilor Officers <br />MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to elect Emily Semple as President of the City Council for 2020. <br />PASSED: 7:0. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to elect Jennifer Yeh as Vice President of the City Council for 2020. <br />PASSED: 7:0. <br />2.PUBLIC FORUM1.Joshua Korn – updated council on new developments pertaining to 5G technology.2.David Ivan Piccioni – spoke about a one-celled organism humans could learn from.3.Susan Bliven – spoke on the need for accessory dwelling units, especially for seniors.4.Carmel Snyder – asked council to act to make ADUs easier to develop.5.Jim Neu – wanted council to limit natural gas infrastructure.6. Kathryn Dunn – shared hopes for the short-term rental committee and process.7.Peter Ralph – wanted a climate action plan that would help the city reach its goals.8.Billy – gave an introduction for Thomas Hiura.9.Thomas Hiura – noted a discrepancy between kindness campaign intention and actions.10.Paula Thonney – spoke about her hopes for a fossil-free future.11.Tim Kovash – offered some ideas for council’s review of short-term rentals.12.Albert LePage – wanted an electric vehicle strategy to include action steps and timeline.13.Rouanna Garden – supported EV charging stations, especially in multi-family homes.14.Sid Baum – advocated for fast charge stations for electric vehicles in downtown.15.Linda Heyl – thanked council for extending the work on the climate action plan.16.Jim Ball – shared concerns about reliable electrical infrastructure in the future.17.Anita Van Asperdt – thought the Climate Action Plan 2.0 was more of an inventory.18.Laurie Powell – spoke about how her faith inspired her views on climate change.19.Sophia Reyes – spoke about OSPIRG’s local priorities for the coming year.20.Rowan – spoke about the potential impacts on 5G on people’s health.21.Jodie Smith – spoke of the benefits of short-term rentals to the community.22.Brett Smith – asked for assistance going door to door for the 2020 census.23.Kaarin Knudsen – requested council waive system development charges. <br />ATTACHMENT B <br />March 9, 2020, Meeting - Item 2ACC Agenda - Page 8
