Councilor Yeh - expressed concerns but supported a pilot program; thought a longer trial <br />period would be helpful; asked for clarification on the location of the pilot within the city; <br />wanted to ensure people outside of downtown would have the opportunity to use them. <br />Councilor Evans - said he shared the concerns of Councilors Semple and Taylor; shared <br />personal experiences with e-scooters; asked how many cities have banned e-scooters due to <br />safety issues; was hesitant to support a pilot and wanted to learn from the experiences of <br />other cities. <br />Councilor Syrett - asked staff to speak more about how geo-fencing might be used; thought <br />Eugene could incorporate best practices into its pilot to alleviate some concerns, and that <br />the City needed to encourage people to travel without their cars; wanted a city-wide pilot. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to <br />extend the meeting by 10 minutes. PASSED 8:0 <br />• Councilor Taylor - did not support a pilot and wanted to know who would issue fines; <br />thought it might discourage people from biking and walking, and draw riders away from <br />buses. <br />MOTION: Councilor Semple, seconded by Councilor Yeh, moved to direct the City <br />Manager to bring back for council consideration an ordinance amending the code to <br />allow the administrative establishment of a pilot program for licensing e-scooter <br />share services in Eugene. <br />• Councilor Semple - expressed support for the pilot. <br />VOTE: PASSED 6:2, Councilors Taylor and Evans opposed. <br />• Councilor Clark - asked for clarification on where people could use e-scooters currently. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Yeh, moved to <br />direct the City Manager to bring back for council consideration an ordinance <br />amending the code to allow e-scooters and other electric micromobility devices <br />(e.g., e-skateboards) on shared use paths (outside of East Alton Baker Park). <br />PASSED 6:2, Councilors Taylor and Evans opposed. <br />The meeting adjourned at 1:42 p.m. <br />Respectfully submitted, <br />Beth Forrest <br />City Recorder <br />(Recorded by Cas Casados) <br />View the video recording of the meeting here. <br />MINUTES - Eugene City Council February 26, 2020 Page 3 <br />Work Session <br />
