An update of the 1968 plan was approved by voters in 1990 and was set to expire in FY10. In <br />June 1998, the City Council chose one of the options provided by Measure 50 legislation that <br />allowed for a City-wide special levy <br />as well as dividing the taxes collected <br />within the district. The Council <br />limited expenditures of new funds to <br />completing existing projects and <br />construction of a new main library. <br />They also approved a plan to reduce <br />district administration over the <br />following three years. <br />In FY05, with the construction of the <br />library complete, the City Council <br />amended the plan to allow funding for <br />other activities including economic <br />revitalization strategies and to extend <br />the termination date to June 30, 2024. <br />Reviews of the plan are required in <br />2009 and 2019. <br />Expenditures from the Downtown <br />District may only be made for <br />activities within the district boundaries and projects that are included in the Urban Renewal Plan. <br />The Downtown District Plan includes the following goals, objectives and project activity <br />categories: <br />GOALS: improve the function, condition, and appearance of the area; eliminate blight <br />and blighting influences; and strengthen the economic conditions of the plan area. <br />OBJECTIVES: land use, access and circulation, public facilities and improvements, and <br />rehabilitation. <br />PROJECT ACTIVITIES: public improvements, off-site facilities, acquisition and <br />redevelopment, relocation activities, development and redevelopment, and administrative <br />activities. <br />Major goals for FY08 in the Downtown District are: <br />Capitalize on the opportunity represented by the West Broadway redevelopment project <br />to facilitate high density, high quality development consistent with the Downtown Plan. <br />Promote downtown Eugene as the cultural, economic and governmental center of the <br />region. <br />
