Roll call vote; the motion passed <br /> unanimously, 7:0, and became Ordinance No. 20219. <br /> <br /> Councilor Kelly, seconded by Councilor Rayor, moved to direct the City <br /> Manager to investigate any mechanisms to reduce harm to the community <br /> related to Ballot Measure 7 and report regularly on the investigation to the <br /> City Council. Roll call vote; the motion passed unanimously, 7:0. <br /> <br />Mayor Torrey adjourned the regular session of the City Council and convened a work session of <br />the City Council in the McNutt Room. <br /> <br />Councilor Meisner left the meeting. <br /> <br />At this point in the meeting, Mayor Torrey asked the council to move forward with <br />recommendations on the Charter Review Committee. <br /> <br />Councilor Kelly remarked that he was confused by the voting procedure and numerical ranking for <br />appointments to boards and committees. <br /> <br /> Councilor Kelly, seconded by Councilor Rayor, moved to go back to the <br /> procedure that had been used before which was to mark "interview" or <br /> "appoint" or nothing next to a candidate's name. <br /> <br />In response to a question from Councilor Pap~ regarding the process for nominations, Mayor <br />Torrey said that each councilor would get to choose two nominees to the committee. City <br />Manager Johnson added that the names would then come before the full council for a vote on <br />appointment. <br /> <br /> Councilor Pap~, seconded by Councilor Rayor, moved to amend the motion <br /> by providing an interview for all 16 candidates. <br /> <br />Councilor Kelly was against the motion because it could already be accomplished by ballots. <br />Councilor Bettman was against the motion for the same reason. <br /> <br />In response to a question from Councilor Kelly regarding a timeline for the charter committee, Ms. <br />Walston said that the council had adopted a timeline to appoint members by December 15. She <br />added that the motion stated that the process may included interviews. <br /> <br />Councilor Kelly pointed out that, for the amendment to work, an extension of the timeline would <br />have to be added. <br /> <br />Councilor Bettman commented that changing the timeline might impact the applicants. <br /> <br /> Councilor Pap~ offered a friendly amendment, that was accepted by the <br /> second, to extend the timeline for appointments until January, 2001. <br /> <br /> MINUTES--Eugene City Council November 27, 2000 Page 7 <br /> Regular Meeting <br /> <br /> <br />
