Mr. Thompson anticipated that FHWA staff <br />would be present at the council's Wednesday work session. <br /> <br />Ms. Bettman did not think the voters would support the West Eugene Parkway now knowing it <br />would displace all other projects in TransPlan. She also thought other things had changed since <br />the vote on, including the discovery of extensive wetlands in the area of the alignment. Ms. <br />Bettman did not agree with invoking a 14-year old vote in favor of the parkway because of all the <br />other issues that had come to the forefront since then. People had not been aware of the value <br />of wetlands at the time of the vote. <br /> <br />Ms. Bettman noted that the 8 percent reduction in congestion was not a reduction from the <br />present level of congestion, but a reduction from the worst case congestion scenario in the <br />future. <br /> <br />Ms. Bettman said there were other less costly strategies the City had not looked at to relieve <br />congestion and improve safety on West 11th Avenue.
