Councilor Kelly was against the idea of deleting A from the motion. He suggested directing the City Manager
<br />to gradually phase out parking on lots 8 and 9 as part of a new IGA.

<br />Councilor Meisner raised a point of order for the legal counsel saying that there was no motion to table a
<br />motion. The motion was to postpone a discussion of the item. He clarified, with concurrence of legal counsel,
<br />that it was inappropriate for the counsel to have any further discussion of the item until the date specified.
<br />
<br />The discussion ceased and council moved on to the next agenda item.
