Councilor Meisner also raised concern over the lack of female nominees for the committee. He stressed the
importance of a breadth of constituencies that were represented on the committee. He expressed his respect
for Mr. O'Brien and acknowledged that his property would, most likely, be within the city limits within the life
of the charter. He supported the motion.

Councilor Bettman raised concern with making decisions based first on gender or location. She said that she
looked at expertise and ability first. She commented that women were under-represented in the applicant
pool, and therefore would be underrepresented on the committee, but she did not see that as a reason to change
votes at the last minute.

Councilor Taylor also said that gender was not her first criterion in making a decision to appoint someone to a
committee.

Councilor Rayor said that he would support the motion because Virginia Thompson would represent a better
balance of what he thought the temperament of the committee would be.

Roll call vote; the motion to amend passed, 4:3, with Councilors Kelly, Bettman and
Taylor voting in opposition.

The main motion passed unanimously.

The meeting adjourned at 11:20 p.m.

Respectfully submitted,

James R.
