Call to Order and Review Agenda <br /> <br />Ms. Bettman called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order <br />and reviewed the agenda. <br /> <br />Mayor Piercy noted that Mr. Pryor was at a meeting at the University of Oregon and would likely be unable <br />to come to the CCIGR meeting. <br /> <br /> <br />2. List of National Bike Summit Projects <br /> <br />Mr. Shoemaker explained that there was a national and state effort to bring more bicycle funding into <br />Oregon. He said 20 people from Oregon had attended the National Bike Summit in March. He reported <br />that there was a statewide effort to make Oregon the number one destination for bicycle tourism. He <br />reviewed that memorandum entitled Lobbying Efforts on Behalf of Oregon Cities and the short list of <br />bicycle trail projects it included. <br /> <br />Ms. Bettman thought it was a great idea. She asked if money procured by the Rails-to-Trails Conservancy <br />and the Portland-based Bicycle Transportation Alliance from the federal government for completion of the <br />riverbank trail system could be used to purchase right-of-way for more trails. Mr. Shoemaker replied that it <br />likely could be used for the rights-of-way. He noted that the City had tried to get some funding for the South <br />Bank Trail a couple of years earlier. <br /> <br />Mayor Piercy felt there was a big need to educate the community on how bicycles and cars could share the <br />roads better and this would be a worthy thing to fund. <br /> <br />Regarding the agenda, Ms. Taylor asked if there would be a discussion on State Representative Paul <br />Holvey’s request regarding an Area Commission on Transportation (ACT). <br /> <br /> <br /> <br />MINUTES—Council Committee on Intergovernmental Relations April 5, 2007 Page 1 <br />
