Regarding Item E, Councilor Kelly said he pulled the resolution because he thought it deserved better than to <br />be adopted on a Consent Calendar. He wanted to highlight a very important and wide-ranging statement of <br />principle for the community that would affect Eugene for a long time to come. He reviewed the definition of <br />sustainability and encouraged staff to publicize the resolution to the public. Councilor Kelly urged the City <br />Manager and department heads to take the resolution to heart and make it part of the culture of the <br />organization. He thanked those responsible for the resolution, <br /> <br /> Councilor Lee moved, seconded by Councilor Taylor, to adopt Resolution 4618. Roll <br /> call vote; the motion passed unanimously, 5:0. <br /> <br />The council took a three-minute recess. <br /> <br />Mayor Torrey adjourned the meeting of the Eugene City Council and convened the meeting of the Urban <br />Renewal Agency. <br /> <br />3. URBAN RENEWAL AGENCY: RESOLUTION 1004 AUTHORIZING EXECUTION OF AN <br /> INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF EUGENE FOR CENTRAL <br /> LIBRARY PROJECT FUNDING <br /> <br /> Councilor Lee moved, seconded by Councilor Taylor, to approve Resolution 1004 <br /> authorizing execution of an intergovernmental Agreement with the City of Eugene for <br /> Central Library Project Funding. Roll call vote; the motion passed unanimously, 5:0. <br /> <br />Mayor Torrey adjourned the meeting of the Urban Renewal District and convened the meeting of the Eugene <br />City Council. <br /> <br />4. PUBLIC HEARING AND POSSIBLE ACTION: AN ORDINANCE PROVIDING FOR <br /> WITHDRAWALS OF TERRITORIES FROM SPECIAL DISTRICTS <br /> <br />Acting City Manager Warren Wong introduced the item. <br /> <br />Mayor Torrey opened the public hearing.
