4. It is in the best interest of the public's health, safety and welfare to close Empire Park <br />Drive from 430-feet north of Barger Drive to its northern terminus to vehicular traffic. <br />5. The closed segments of the Empire Park Drive from 430-feet north of Barger Drive to its <br />northern terminus will remain accessible to emergency vehicles. <br />6. The closed segments of Empire Park Drive from 430-feet north of Barger Drive to its <br />northern terminus will remain open to pedestrians and bicycles. <br />7.
