• EUGENE • SPRINGFIELD <br />2020 CONSOLIDATED PLAN <br />1=19=1 <br />for Housing 8 Community Development <br />Agency Survey <br />In addition to these meetings, online surveys were completed by 68 representatives from 38 agencies. <br />The responders noted that the greatest barrier to finding and maintaining housing in the cities was <br />rental costs and finding vacant units, and that creating additional affordable housing is the greatest <br />housing need. The responders also identified needs for housing rehabilitation and emergency repairs, <br />as well as accessibility improvements and down payment assistance. Preventing homelessness and <br />providing housing for homeless individuals was also identified as a high priority, and the homeless <br />population was identified as the population most in need of housing assistance and services.
