The entire report on the revised Homeless Goal Action Plan is included in Attachment A. <br /> <br />The Mayor’s Blue Ribbon Committee to Finance Homelessness and Housing Programs is charged with <br />identifying stable, sustainable funding to address homelessness. In February 2007, the Mayor appointed <br />a 21-member committee representing multiple jurisdictions and a broad spectrum of community values <br />and interests. (See Attachment B for the list of committee members.) The committee has now met twice <br />and will continue to meet at least once a month; aiming to complete its mission in late December 2007 <br />or early 2008. A copy of the committee’s work plan is provided in Attachment C. Committee agendas, <br />meeting minutes, and background material can be accessed at www.eugene-or.gov/homelessness. An <br />interdepartmental staff team is also meeting regularly to support the committee’s work and provide <br />technical assistance. <br /> <br /> <br />RELATED CITY POLICIES <br />Almost every year since 1987, one of the City Council’s annual goals has related to homelessness or <br />increasing the availability of low-income housing. Numerous documents have been adopted with <br />language related to this goal, including the HUD Consolidated Plan, the Community Development <br />Block Grant and HOME annual statement of objectives and one-year action plan, the City’s Growth <br />Management Goals and the Residential Land Study. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The City Council may approve the action plan as recommended, approve the action plan with changes as <br />directed by the council, or postpone approval to a later date. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br />The City Manager recommends adoption of the Homeless Initiative Action Plan. <br /> <br /> <br />SUGGESTED MOTION <br />Move to adopt the revised homeless goal action plan which includes Project Homeless Connect, <br />assisting the “Blue Ribbon Committee to Finance Homelessness and Housing Programs” to develop <br />recommendations, and continuing community education related to housing and homelessness issues. <br /> <br /> <br />ATTACHMENTS <br />A.
