<br />Officers: Both organizations provide for elections for Board officers of Chair, Vice Chair, Secretary, <br />and Treasurer. CAN members elect their Newsletter Editor; that position is appointed in CDCA. CAN <br />completes its board by election of area representatives. CDCA’s Chair appoints board members, <br />liaisons, and committee chairs, subject to approval by the general membership. Staff raised concerns <br />with the Board about the CDCA provision of notice of nominations. The charter sets the notice <br />requirement as being posted on the CDCA website and e-mailed to those on the e-mail list. In staff’s <br />view, publication in a newsletter or postcard would ensure the information reached all CDCA members <br />(active or potential). Notwithstanding, the Board and general membership choose to adopt the charter <br />amendment. <br /> <br />Meetings: The City Attorney’s Office has advised staff that neighborhood associations are not public <br />agencies and therefore are not subject to the state’s public meeting laws. Notwithstanding, this charter <br />requires notice of general and board meetings and specifies public information standards. Both charters <br />have been revised to authorize the Board to conduct business via e-mail or conference call when <br />situations demand an immediate response from the Board. The decision must be ratified at the <br />following Board meeting. <br /> <br />Public Information: Both charters include specifics about the neighborhood’s newsletter.
