<br />It is important to note that the Eugene City Hall Complex and Police Patrol facility are not yet designed. <br />As they develop, assumptions reflected in the current cost models will be tested and updated to make sure <br />they are consistent with the City’s project values and goals. <br /> <br />Moving and Leasing Costs <br />Moving and temporary leasing costs were included in the most recent cost models. Moving costs are <br />based on $2.50/square foot and lease costs are based on $2/square foot/month. Escalation for these costs <br />in Eugene is slower than escalation for building materials and labor, and is assumed to align with standard <br />inflation at around 3% per year. <br /> <br />Many factors influence moving and leasing costs including site, the construction schedule of a new City <br />Hall, the construction schedule of a new patrol facility, the level of consolidation, and which functions are <br />identified to be moved into a new City Hall. The following examples show two scenarios: <br /> <br />Option A: a new City Hall is built on the existing City Hall site to accommodate all functions <br />except patrol. The patrol facility is built first and occupied prior to the move, eliminating tempo- <br />rary leasing space for patrol-related functions. The remaining City departments move to <br />temporary leased space and then move into the new City Hall upon completion. The escalated <br />cost for this option to 2010 is approximately $2,170,000 which is the sum of $190,000 in initial <br />moving costs, $600,000 for secondary moving costs, and $1,380,000 for temporary leasing costs. <br /> <br />Option B: a new City Hall is built on another site. No temporary space or intermediate moves are <br />required and all functions to be housed at a new City Hall and a patrol facility are moved once. <br />The escalated cost for this option to 2010 is approximately $570,000. <br /> <br />Occupancy Costs <br />Some of the previously presented consolidation options included leasing space in the Federal Building. <br />Costs for leasing were excluded in these options. Costs for occupying City-owned space (including <br />operations, maintenance, ongoing contributions to the Facility Reserve Fund, etc.) were also excluded <br />from the project cost models. The Project Team, in collaboration with city staff, will address the cost of <br />occupancy through the course of the remaining scope of work as decisions allow more site-specific and <br />design-specific information on which to base these costs. <br /> <br />
