<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Approval of Police Auditor Cost of Living Adjustment <br /> <br /> <br />Meeting Date: July 9, 2007 Agenda Item Number: 2C <br />Department: Central Services Staff Contact: Lauren Chouinard <br />www.eugene-or.gov Contact Telephone Number: 682-5663 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This is a consent calendar item for the purpose of considering a cost of living adjustment for the <br />Police Auditor. <br /> <br /> <br />BACKGROUND <br /> <br />Under the Police Auditor’s employment contract, the City Council annually considers cost of <br />living adjustments for the Police Auditor at the same time that other non-represented employees <br />receive cost of living adjustments. Non-represented employees received a 3.2% cost of living <br />adjustment on July 1, 2007. <br /> <br />In addition, the City Council will review the Police Auditor’s performance after twelve months <br />of service, which will be in October 2007. Thereafter, the City Council will review and evaluate <br />the Police Auditor’s performance and salary annually. <br /> <br /> <br />RELATED CITY POLICIES <br />The council-adopted Financial Management Goals and Policies item F.5. states: “Consistent <br />with available resources, employee compensation will be market based, comparable to public <br />and private sector compensation paid in the relevant recruiting area.” The policy narrative <br />additionally explains that positions are considered to be “within market” when the rate is within <br /> <br />a band five percent above or below the median rate paid by surveyed agencies. <br /> <br /> <br />Per the Police Auditor’s employment contract section 6.1: <br />“The City Council will consider cost of living adjustments for Beamud at the same time that <br />other exempt employees receive cost of living adjustments. Cost of living adjustments for <br />the Police Auditor must be approved by the City Council and, if approved, the assigned <br />Police Auditor range will be adjusted accordingly.” <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />A. Adjust the Police Auditor’s compensation by a cost of living adjustment of 3.2%, which is <br /> equal to the increase that was given to non-represented employees effective July 1, 2007. <br /> <br />B.Make no adjustment to the Police Auditor’s compensation. <br /> <br />L:\CMO\2007 Council Agendas\M070709\S0707092C.doc <br /> <br />
