The Meadow Pond Dam (NH) failed in 1996 <br />due to heavy icing, compounded by poor design and construction, killing one <br />person. <br />Risk of Impact <br />Based on historical occurrences, and the condition of the dams and levees in and <br />around Eugene and Springfield, the risk of this impact occurring is low (Appendix <br />H). <br />Epidemics <br />Epidemics are not a known significant impact of winter storms. <br />Hazardous Materials <br />There is a moderate risk of winter storms causing hazardous material spills or <br />releases. Adverse winter driving conditions make transportation of hazardous <br />materials via trains or roads dangerous. Freezing temperatures and frost heave may <br />severely damage tanks and piping, as well. <br />History of Impact in Eugene -Springfield <br />There have been no significant HazMat incidents in the Eugene or Springfield area <br />due to winter weather. Nationally, winter weather related-natech incidents have <br />resulted in over $6 million in damages and account for roughly 25,000,000 barrels <br />spilt by the US oil and gas industry.'$ These incidents tend to be small in scope <br />(less than 500 barrels), and companies take protective measures to preempt them, <br />but they are a possibility. <br />Risk of Impact <br />Based on the frequency and volume of previous HazMat incidents induced by <br />winter storms, this impact poses a moderate risk to the Eugene -Springfield area <br />2.11.6 Probability of Future Occurrence <br />The Oregon NHMP Hazard Profile for the region indicates the probability of winter <br />storms in the area is high. Significant winter storms have a recurrence rate of 2.979 <br />years while major snowstorms reoccur every 10 to 20 years.
