Hazard Descriptions <br />• Development Codes: Both jurisdictions require utilities in all new <br />subdivision developments to be installed underground. This assists in the <br />prevention of damaged power and communication lines during an incident. <br />• Tree -Trimming: The Eugene Water & Electric Board and the Springfield <br />Utility Board engage in tree -trimming around power lines. <br />• Building Codes: Eugene and Springfield Building Codes adhere to the <br />Oregon Structural Specialty Code guidelines for new development. <br />• In 2017, after DR-4269, Eugene and Springfield each purchased another <br />storage tank for deicer fluid. <br />2.12 Conclusions <br />The results of the natural hazards identified by the Project Team are compiled <br />below in Risk Assessment Matrix for the City of Eugene and the City of <br />Springfield. Table 2-18 was used in the development of table 2-19. <br />In both tables the following applies to the rating levels: <br />• High = 3 <br />• Moderate = 2 <br />• Low-1 <br />• No Known = 0 <br />Table 2-19 uses the following formula to calculate Risk Total <br />• (Vulnerability x Probability)/Capacity = Risk Total <br />Risk Total is rated using the following index: <br />• <1.5 = <br />Low <br />• 1.5-2.9 <br />—Moderate <br />• 3-4.5 —High <br />• >4.5 = <br />Very High <br />2-75 January 2020 <br />
