FA I <br />Risk and Vulnerability <br />4.1 Overview of Section 4 <br />This section explains the processes and research data used to develop the mitigation <br />actions in the 2020 NHMP. <br />Section 4.2 Provides an overview and description of the risk assessment <br />process. <br />Section 4.3 Identifies the methodology for the development of probability, <br />vulnerability, and capacity assessments found in Section 2 of the <br />Eugene -Springfield Area Multi -jurisdictional 2020 NHMP <br />Section 4.4 Is a summary of the 2014 Regional Climate and Hazards <br />Vulnerability Assessment. <br />Section 4.5 Includes the 2014 Sector research and system analysis process and <br />conclusions. <br />Section 4.6 Includes the 2014 Population studies of social venerability, process, <br />and conclusions. <br />Section 4.7 Contains the recent mitigation work stemming from the 2014 <br />Eugene -Springfield Multi -jurisdictional NHMP. <br />Section 4.8 Explores the probability studies of impacts for cascading incidents. <br />Section 4.9 Discusses the prioritization of Mitigation Action Items. <br />4.2 Assessing Risk <br />The foundation of any Natural Hazards Mitigation Plan is the vulnerability and risk <br />assessment. 80 Risk assessments provide information about the areas where the hazards <br />may occur, the value of existing land and property in those areas, and an analysis of the <br />potential risk to life, property, and the environment resulting from natural hazard events <br />(Figure 4.1). <br />"United States.
