Eugene -Springfield Area Natural Hazards Mitigation Plan <br />6. Appendices <br />Transportation <br />Transportation is an important consideration when planning for emergency service <br />provisions. Future growth will put pressure on roads, the airport, rail systems, and <br />rivers. The Eugene -Springfield area has been a longstanding choice for transportation <br />interchanges to occur due to the location. <br />Interstate 5, the major highway that connects Oregon to Washington and California, <br />runs between the cities of Eugene and Springfield. State Highway 99 also runs north - <br />south through the City of Eugene, connecting the area to Junction City to the north and <br />Goshen to the south. State Highway 126 runs east -west through both Eugene and <br />Springfield connecting the Cities to nearby communities such as Walterville to the east <br />and Veneta to the west. <br />Union Pacific owns and operates the rail system which runs north -southeast through <br />Eugene. Additionally, there is a smaller cargo rail connecting the Eugene -Springfield <br />area to the coast. Amtrak runs passenger trains daily through the area. <br />The Eugene -Springfield area is home to the Eugene Airport, which is the second largest <br />airport in Oregon and the fifth largest airport in the Pacific Northwest. The airport is <br />owned and operated by the City of Eugene. 7 <br />Please refer to Section 3 for Eugene and Springfield transportation maps. <br />Land Use <br />Eugene contains nineteen different land use designations. Public land is scattered <br />throughout the entire City limits for both Eugene and Springfield. Industrial <br />infrastructure (heavy and light) is centered around Highway 99 and the Pacific Union <br />rail yard as well as along Highway 126 heading west. The majority of the City is zoned <br />Low -Density Residential. <br />Springfield has designated twenty-two different zones for land use purposes. The <br />majority of Heavy Industrial Zoning is located in the central part of the City and in the <br />northwest corner. Areas zoned for Public Lands & Open Space are spread throughout <br />the City.
