Eugene -Springfield Area Natural Hazards Mitigation Plan <br />1. Mitigation Planning <br />1.7 Mitigation Strategy Summary <br />Based on the existing (2014) Eugene -Springfield Area Multi -Jurisdictional <br />NHMP as well as findings from numerous studies and projects completed since its <br />release, the 2020 update committee developed several mitigation actions as <br />summarized in Table 1-3 for the 2020 NHMP. <br />Prioritization of Mitigation Actions - 2020 NHMP <br />Eugene and Springfield Emergency Management staff placed a higher priority on <br />a small number of mitigation actions which are identified in bold type in the <br />following table (Table 1-3). The actions were developed using the following <br />information: <br />• The 2014 Vulnerability Assessment emphasized strengthening the fossil <br />fuel, transportation, and electricity sectors because they are crucial to the <br />operation of all other sectors. Sector experts identified earthquakes, winter <br />storms, floods, and wildfire events as the hazards of greatest concern. <br />Actions supporting these systems were raised in priority. <br />The Cities of Eugene and Springfield along with Sub -Plan Holders have <br />done extensive work mitigating natural hazards. Several studies were done <br />to better understand the areas' risk which was also incorporated into <br />evaluating Mitigation Action Items. <br />Finally, many community members took time to provide feedback at <br />numerous NHMP public outreach events. This feedback provided input on <br />local hazard mitigation priorities (survey results are detailed in Appendix <br />B). Respondents indicated earthquakes, geomagnetic disturbances, <br />flooding, and winter storms are the hazards the two City governments <br />should prioritize. Respondents also indicated a strong preference for <br />actions protecting utilities and critical facilities. <br />1-8 January 2020 <br />
