Eugene -Springfield Area Natural Hazards Mitigation Plan <br />2. Hazard Descriptions <br />experiencing. They concluded droughts in Oregon are likely to become more <br />frequent and severe, largely due to climate change.ts Based upon these recent events <br />the probability for future severe droughts is high. <br />2.2.6 Vulnerability and Capacity Assessment <br />Droughts are typically associated with summer, but often start during winter months <br />with declining precipitation levels. Drought forecasting is commonly generated <br />through temperature and ocean current patterns relative to recent and current <br />conditions. This allows scientist to predict future droughts well before they occur. <br />Drought is classified as having a high vulnerability level because a severe drought <br />could impact every citizen in the Eugene -Springfield area. Despite being vulnerable <br />to this hazard, the Eugene -Springfield area has a high capacity to respond to and <br />recover from droughts. This is largely due to the slow onset of a drought and <br />available resources. <br />2.2.7 Risk Assessment <br />The probability of drought in the Eugene -Springfield area is high and the <br />vulnerability and capacity to deal with a drought are also high. Based on these <br />factors, the Eugene -Springfield area's risk to this hazard is categorized as high.
