Eugene -Springfield Area Natural Hazards Mitigation Plan <br />2. Hazard Descriptions <br />In July 2017, the Chetco Bar fire in southwest Oregon burned over 191,000 acres. <br />The fire threatened the town of Brookings but was contained before mandatory <br />evacuation of the city occurred. During August 2017 a series of fires collectively <br />known as the Horse Creek Complex fire began east of Springfield in the Deschutes <br />and Willamette National Forests, burning over 42,480 acres and causing several <br />evacuation orders. Evacuation orders were also issued during the Eagle Creek fire <br />in the Columbia Gorge beginning in September 2017. The fire burned over 50,000 <br />acres and jumped the Columbia River into the State of Washington. <br />Fires in Other Parts of the West <br />The Black Forest fire occurred in Colorado in 2013. This fire damaged 595 homes; <br />498 of which were destroyed.69 It cost nearly $(2013)8.5 million to contain the <br />fire.7' The Carlton Complex fire occurred in Washington in 2014, damaged over <br />300 homes, and cost the State over $(2014)23.3 million in damages, bringing the <br />total damages from wildfires in Washington to over $(2014)50 million.71 <br />Wildfires are not just a rural phenomenon. The impact on urban areas from wildfire <br />can be significant. In 1990, Bend's Awbrey Hall fire destroyed 21 homes, caused <br />$(1990)9 million in damage, and cost over $(1990)2 million to suppress. In 1991, <br />the Oakland Hills firestorm in Oakland, California killed 25 people, injured 150 <br />others, destroyed 3,791 dwelling units, and resulted in roughly $(1991)1.5 billion in <br />economic losses. The 1996 Skeleton fire in Bend burned over 17,000 acres and <br />damaged or destroyed 30 homes and structures. The Camp Fire in California in <br />2018 is the sixth -deadliest wildfire in the U.S., with at least 85 casualties and over <br />19,300 structures destroyed.71 <br />For the purpose of this plan wildfire was categorized into the following three types: <br />Interface fire occurs where wildland and developed areas come together at <br />the wildland-urban interface with both vegetation and structural <br />development combining to provide fuel. <br />Wildland fires main fuel source is natural vegetation. Often referred to as <br />forest or rangeland fires, they occur in national forests and parks, private <br />timberland, and on rangeland. A wildland fire can become an interface fire <br />if it encroaches on developed areas. <br />69 12 FEMA.
