Appendix A <br />Definitions of General Terms and Use Codes <br />Accessory Dwelling Unit (ADU): (Also referred to as a Secondary Dwelling Unit). As used <br />in the determination of SDC rates, an accessory dwelling unit is any interior, attached or <br />detached residential structure that is used in connection with or that is accessory to a single <br />family dwelling on the same lot. An ADU typically has the following components: <br />• separate ingress / egress <br />• living area <br />• kitchen facilities including sink (in addition to bathroom sink), refrigerator, orstove <br />• separate bathroom <br />Acquisition Costs: The indirect or direct amount expended to procure use, possession, rights, <br />or title as related to the construction of public improvements. This cost may be determined by <br />current market experience, or other reasonable and prudent methods approved by the City <br />Engineer. <br />Administrative Charge: A City charge to recover costs associated with staff time to review a <br />permit's SDC impact, the development of the methodologies, the provision of an annual <br />accounting of system development charge expenditures, and the implementation and operational <br />costs associated with the SDC program. <br />Assessable Costs: The amount of capital improvement costs which are collected through the <br />City's local improvement assessment program as established in City code. This cost has been <br />removed from the total cost of capital improvements in determining the system -specific SDC. <br />Average Cost Determination: <br />• The average cost of inspecting and installing connections with the wastewater facilities and <br />with the stormwater facilities, which are not part of the SDC as defined in E.C. 7.010, is <br />the connection permit fee established by the City. <br />• If an applicant to connect to a wastewater or stormwater facility would result in <br />extraordinary cost of inspecting and installing the connection, nothing in this definition shall <br />prevent the City from requiring the applicant pay such costs. The extraordinary costs may <br />be paid by the applicant in installments as part of the SDC. <br />Average Flow: The typical average daily flow of development, by type of land use. For purposes <br />of calculating the Metropolitan Wastewater Management Commission SDC, this flow is <br />expressed in terms of a unit of development. <br />Bedroom: a habitable room that is intended to be used for sleeping purposes, contains a <br />minimum of seventy (70) square feet and has a closet. <br />BOD: Biochemical Oxygen Demand. The quantity of oxygen utilized in the biochemical oxidation <br />of organic matter. <br />Change of Use of a Building in Its Entirety: An existing building proposed to redevelop in <br />manner that changes all existing use classifications as determined by staff. <br />City Engineer: The City Manager, the person designated by the City Manager to serve as the City <br />Engineer, or the City Engineer's designee. <br />City of Eugene SDC Methedelog;esMethodology, Appendix A Page A-2 <br />
