Group <br />housing developed for those that reside independently and freely will be assessed as residential <br />development, whereas group housing developed to incarcerate individuals or to provide <br />housing for those wholly dependent upon care by others, such as nursing homes or residential <br />care facilities, will be assessed as nonresidential development. Occupancy will be determined <br />as follows: <br />• Group Housing- Residential Parks and Recreation SDC Assessment. The parks and <br />recreation SDC for residential land uses is based on persons per unit; at the time of <br />development, the proposed number of residents for which the group housing is <br />designed will form the basis of the fee. <br />E-14 <br />
