Crl A IIARil0►Vil:19:Eel Biel MiICYA <br />City of Eugene Systems Development Charges <br />1.0 Introduction <br />The City's authority to establish and adopt system development charges (SDCs) is granted by the <br />Eugene Charter of 1976 and by ORS 223.297 - 223.314. They are presently collected on all new development in the City and are used to fund that <br />portion of the construction of infrastructure (i.e., transportation, wastewater, stormwater and parks <br />and recreation system components) required to support new development. These SDCs help the <br />City provide for increased capacity needs, and recoup a portion of the community's investment in <br />specific infrastructure reserve capacity that is already in place. <br />Sound planning requires the anticipation of future demands on each system be a Rt;Gipated, and <br />the actions to build inthat reserve capacity needed to serve future users he h--ilt MR.
