Appoint Jeff Ard to the Citizen Planning Committee for the Whilamut Natural Area of Alton Baker Park. <br /> UNFINISHED BUSINESS <br /> <br /> Appoint Workers' Compensation Carrier for FY'06 <br /> <br /> Para Caples provided in~brmation on the bids received this year ~br Workers' Compensation insurance and <br /> staff's recommendation that the District contract with SAIF Corporation tbr FY'06. Tammy Fitch of <br /> Wilson-Heirgood Associates, the District's agent-of-record, addressed the Board, noting that Willamalane is <br /> saving 20-30% because of its very Iow experience mod. She explained that the Special Districts <br /> Association of Oregon is getting better at reviewing claims, evaluating return-to-work: programs and <br /> hazardous working conditions, etc., but SAIF continues to give the District excellent service and employs a <br /> local sta£f that is very familiar wffh Wil'lamalane's operations, which has resulted in very timely service. <br /> She added that she concurs with staff's recommendation that SAIF be awm:ded the contract for FY'06 amd <br /> commended staff for their safe practices and safety record. <br /> <br /> Director James moved, Director Ross seconded, that the Board appoint SAIF Corporation as the District's <br /> Workers' Comp. carrier for FY'06 and award the contract in the amount of $75,463. The motion passed <br /> unanimously, with Directors Hastin~s~ James, Ross, and Wagner voting aye. <br /> <br /> Dorris Ranch Tour and Open House Review <br /> <br /> Greg Hyde reported that he enjoyed the Dorris Ranch tour, noting that approximately 20 members of the <br /> public were in attendance at the related public input open house. The Board expressed their appreciation <br /> of the tour and the Ranch itself, especially the efforts of staff to keep the history of the site alive, and <br /> noted the importance of the master planning process for the facility. They also highly commended Scott <br /> Dano for his wealth of knowledge about the history of the Ranch and suggested that staff videotape <br /> Scott's perfbrn3ance for future reference. Director Wagner suggested that staff look into some type of <br /> Dorris Ranch signagc at the intersection of South A and South Second Streets, to make the Ranch easier <br /> to find. She also suggested that Scott could make presentations at the local service clubs as a way to get <br /> the word out about the Ranch and all it has to offer. Director Ross added that a film of Scott's <br /> presentation could be used when seeking grants. The Board also expressed their hope that the stream to <br /> the old swimming pool can be restored, as well as the swimming pool and its amenities such as the water <br /> gardens and terraces. Superintendent Keefer briefly outlined the process staff is undertaking for the <br /> management planning process. He noted that an employee from the State Historic Preservation Office <br /> was at thc open house and was very impressed with the facility and its programs, which may lead to some <br /> preservation grants. <br /> <br /> Award Contract for Memorial Building Boiler Replacement <br /> <br /> In answer to Chain-nan 'Hastings' question, Jake Risley noted that the District received a grant of $50,000 <br /> to help fitnd the replacement of the boiler in the Memorial Building basement. He gave a brief history of <br /> the bidding process for the project and presented a drawing of the boiler room plan. Director James noted <br /> that the School District has worked with Lebanon Servco, Inc. in the past and has been very pleased with <br /> their work. <br /> <br /> <br />
