ADMINISTRATIVE ORDER NO. 58-20-14 <br />of the <br />Traffic Engineer of the City of Eugene <br />AMENDING ADMINISTRATIVE ORDER NO. 58-13-10 TO RESCIND <br />PARTS OF ORDER THAT PERTAIN TO PARKING ON THE EAST SIDE <br />OF OAK STREET BETWEEN 19™ AND 20TH STREETS AND THEREBY <br />AUTHORIZING REINSTATEMENT OF SAID PARKING. <br />The Traffic Engineer of the City of Eugene finds that: <br />A. EC 5.040 authorizes the City Manager or the Manager's designee to take administrative <br />action to "establish, maintain, remove, or alter . . . parking areas and time limitations, including the form <br />of permissible parking" and to "impose conditions upon which the streets and other public property may be <br />used for parking." EC 5.055 sets forth the criteria the City Manager or the City Manager's designee should <br />consider when taking administrative action authorized by EC 5.040. <br />B. On September 24, 2009, the City Manager issued Administrative Order No. 58-09- <br />14 granting the Traffic Engineer of the Public Works Department the authority to exercise all of <br />the duties and responsibilities specifically defined as those of the City Manager in Section 5.040 <br />and 5.050 of the Eugene Code, 1971. <br />C. Pursuant to that authority, on June 3, 2013 , the Traffic Engineer issued <br />Administrative Order No. 58-13-10 ordering that (1) parking be removed from the west side of S. <br />Willamette from 20th to 23 rd <br />; (2) parking be removed from the east side of Oak Street from 19th to <br />20th <br />; and (3) the southbound right turn only lane on S. Willamette approaching 18 th be removed <br />and the intersection approach be restriped to include bike lanes. <br />D. The removal of parking from the east side of Oak Street between 19th and 20th was <br />necessary to accommodate the installation of bike lanes on Oak Street. Those bike lanes are now <br />being moved to Willamette Street and, therefore, it is in the public interest to restore parking to the <br />east side of Oak Street from 19th to 20th. <br />E. By Administrative Order No. 58-17-08, the City Manager appointed me as the <br />City's Traffic Engineer. <br />On the basis of these findings, I order that: <br />1. Administrative Order No. 58-13-10 is amended to rescind the parts of the Order <br />pertaining to removal of parking from the east side of Oak Street from 19th to 20th, including <br />deleting the following text and renumbering the sections that follow it: <br />2. Parking be removed from the east side of Oak Street <br />from 19th to 20th. This parking restriction will be in place <br />at all times. <br />Administrative Order --Page 1 of 2
