MINUTES <br />Eugene City Council and <br />Eugene Urban Renewal Agency <br />Virtual Meeting <br />Eugene, Oregon 97401 <br />June 22, 2020 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, <br />Claire Syrett, Chris Pryor <br />Mayor Vinis opened the June 22, 2 02 0, meeting of the Eugene City Council in a virtual format. <br />1. COMMITTEE REPORTS AND ITEMS OF INTEREST <br />Council Discussion <br />Mayor Vinis - shared information about budget adoption deadlines and the upcoming work <br />session on public safety funding. <br />Councilor Zelenka - expressed the council's support for meaningful public safety reforms and <br />the need for an inclusive and thorough process. <br />Councilor Semple - shared that the Human Rights Commission passed a resolution in support of <br />Black Lives Matter. <br />Councilor Syrett - announced that six councilors and the Mayor released a statement in support <br />of Black Lives Matter, recognizing systemic racism and committing to meaningful change in all <br />areas of government. <br />2. PUBLIC FORUM <br />1. Alessandra Casanova - spoke in favor of reallocation of police funding, more support for Cahoots. <br />2. Gracie Schatz - spoke in favor of reallocation of police funding, more support for Cahoots. <br />3. Brittiny Raine - spoke about police brutality, excessive force, and needed changes to EPD procedures. <br />4. Zondie Zinke - said the council has a racism problem and reform won't work. <br />S. Linda Sisson - spoke about the myth of widespread short-term rental problems; said owners care. <br />6. Janus Schlaf - supported defunding the police, noting problems with current oversight system. <br />7. Joshua Korn - spoke about the environmental impacts of SG technology. <br />8. Kory Northrup - supported reallocation of police budget and payroll tax distributions. <br />9. Mary McLevey - supported reallocation of police funding, use of technology for oversight. <br />10. Bruce Sisson - said short-term rentals provide needed income for property owners. <br />11. Tim Kovash - stated there is no data supporting the claim that STRs are a problem. <br />12. Daisy W. - asked council to support BLM through actions, not only words; implement 8 Can't Wait. <br />13. Paul Schwartzberg - said there is no data on STR problems or their impact on housing stock. <br />14. Rianna - demanded reallocation of budget away from police and towards social services. <br />15. Jay Moore - spoke as an advocate for and patron of STRs; opposed overregulation. <br />16. Sam Shaw - offered to help the City implement STAR Voting if it passes in November. <br />17. Sam Allen - supported the reallocation of the Police Department's budget. <br />18. Kathryn Dunn - asked council not to single out STRs for licensing not required of other businesses. <br />19. Lonnie Douglas - supported reallocation of police funding; announced a new payroll tax initiative. <br />20. Brett London - spoke as a consumer of STRs, noting they are important resource. <br />21.
