4. Upon finding it would be more efficient and in the public interest to do so, the <br />Executive Director of the Public Works Department is authorized to further delegate the duties <br />and responsibilities described in Sections 1 and 3 of this order to such person or persons <br />qualified to perform the delegated duties. <br />5. Tue delegations of authority contained herein shall be construed to extend to and <br />include any person(s) "acting in capacity" (AIC) for the persons to whom authority is delegated. <br />6.
