ADMINISTRATIVE ORDER NO. 58-20-18 <br />of the <br />Executive Director of the Public Works Department <br />DELEGATION TO THE CITY ENGINEER: DUTIES UNDER SECTION <br />5.040 THROUGH 5.055 OF THE EUGENE CODE, 1971, AND DUTIES OF <br />TRAFFIC ENGINEER. <br />A. Sections 5.040 through 5.055 of the Eugene Code, 1971, authorize the City <br />Manager to delegate the administrative duties defined in those sections. <br />B. Pursuant to Administrative Order No. 58-20-17, the City Manager delegated to the <br />Executive Director of the Public Works Department (and the Executive Director of the Library, <br />Recreation & Cultural Services Department) the authority to perform the duties and <br />responsibilities specifically defined as those of the City Manager in sections 5.040 through 5.055 <br />of the Eugene Code. <br />C. Pursuant to Administrative Order No. 58-20-17, the City Manager also delegated <br />to the Executive Director of the Public Works Department the authority to perform the duties and <br />responsibilities specifically assigned to the Traffic Engineer by administrative orders and <br />administrative rules of the City. <br />D. Administrative Order No. 58-20-17 authorizes the Executive Director of the Public <br />Works Department to further delegate the duties and responsibilities delegated therein to such <br />person or persons qualified to perform the delegated duties if the Executive Director finds that it <br />would be more efficient and in the public interest to do so. <br />E. I find that it would be more efficient and in the public interest for the City Engineer <br />to also have the authority to perform the duties and responsibilities specifically defined as those of <br />the City Manager in Section 5.040 through 5.055 of the Eugene City Code, as well as the duties <br />and responsibilities assigned to the Traffic Engineer by administrative orders and administrative <br />rules of the City. <br />On the basis of these findings, I order that: <br />1. The authority to perform the duties and responsibilities specifically defined as those <br />of the City Manager in Sections 5.040, 5.045 and 5.050 of the Eugene City Code, delegated to me <br />by Administrative Order No. 58-20-17, is hereby further delegated to the City Engineer. <br />2. The authority to perform the duties and responsibilities specifically defined as those <br />of the Traffic Engineer, including but not limited to those duties and responsibilities stated in <br />administrative orders and administrative rules, is hereby further delegated to the City Engineer. <br />3. The delegations of authority contained herein shall be construed to extend to and <br />include any person(s) "acting in capacity" (AIC) for the City Engineer. <br />Administrative Order --Page 1 of 2
