Summary of anAnalysis andOptions foraPrivateLateral <br />Program fortheMetropolitan Wastewater Management Commission <br />February10, 2015 <br />Introduction <br />TheEugene/SpringfieldRegionalWaterPollutionControlFacilityexperiencessignificantpeakflowsdue <br />torainfallderivedinfiltrationandinflowinthepublicandprivatesegmentsofthesanitarysewersystem. <br />Thesepeakflowsincreasethecoststocollectandconveywaterinthesanitarysystemtothetreatment <br />plant, reducetreatmentefficiencyandincrease treatmentcosts, andincreasethepotentialforoverflows <br />andbasementbackupsfromthesanitarysewersystem. TheMetropolitanWastewaterManagement <br />Commission (MWMC) anditspartners (Eugene, Springfield, andLaneCounty) haveinvested <br />considerableresourcesinassessing, planning, andimplementing projectsthatareintended toreducethe <br />amountofinfiltrationandinflowtothesanitarysystem. Significant fundingandresourceshavebeen <br />appliedtotherepairandrehabilitation ofthepublicsegmentsofthesanitarysewer infrastructure, andto <br />expandingthecapacityoftheregionaltreatmentfacilitytoacceptandtreatpeakwetweather flows. The <br />2001WetWeatherFlowManagement Plansetforththerecommendationsthatformthefoundationofthe <br />projectstoaddressinfiltrationandinflow, includingarecommendationtoestablishapolicyrelatedto <br />privatelateralsandtheimplementation ofavoluntaryprogramtoaddresstherepairandrehabilitation of <br />defectiveprivatelaterals. Althoughthecontributionofinfiltrationandinflowfromprivatelateralshas <br />notbeenquantified, itispotentiallysignificantandrepresentsanopportunitytoachievegreatercontrol <br />overpeakflowsinthesystem. Asaresult, theMWMChasrequestedananalysisofwhetheraprogramto <br />controlandreduceinfiltrationandinflow (I/I) fromprivatelateralsintheEugene/Springfield sewer <br />serviceareaiswarrantedduetothevolumeofI/Ifromthesesourcesand, ifso, developmentofanoutline <br />ofoptionsforthefundamentalelementsofsuchaprogram. <br />Background <br />Theanalysisispredicateduponthefollowingfactors: <br />StateandFederalregulations prohibitsanitarysewer overflows(SSOs) andrequiremanagementofwet <br />weatherflows. <br />Theregulatoryenvironment underthefederalCleanWaterActandtheStateofOregon’s <br />implementation oftheNationalPollutantDischargeEliminations System (NPDES)permit <br />programestablishstrictresponsibilities andliabilitiesforthemanagementofsanitarysewer <br />systemsandwetweatherflowsreceivedby, andtransportedin, thesesystems. TheU.S. <br />EnvironmentalProtectionAgency (EPA) hassetastrictprohibitiononoverflowsfromthe <br />sanitarysewersystem, andtheStateofOregonhasestablished definitiveparametersforthe <br />controlandmanagementofpeakwetweatherflows. TheseregulationsandtheNPDESpermit <br />issuedtotheMWMChaveresultedinsignificantcapitalexpendituresforupgradingthepublic <br />sanitarysewercollectionsystemandfortheconstructionofpeakwetweathertreatmentunitsat <br />theregionalwastewatertreatmentplant. <br />ATTACHMENT 1 <br />Page1of10 Appendix C-42020 Eugene Wastewater Master Plan
