Theseprogramscanprovidesomeinsightsintothe <br />differentconditions, practices, regulations, andpoliciesthatcanbeincludedinaprivatelateralprogram. <br />Alloftheprograms weremotivatedbyanobjective ofreducingthecontributionofnon-sewageflows <br />fromprivatelateralstotheoverallI/Iinthesanitarysystem (St. HelensandMcMinnvilleestimatedthat <br />upto50% ofI/Iintheirsystemsoriginatedfromprivatelaterals). Alloftheprogramsaredrivenbyan <br />awarenessoftheregulatoryliabilityassociatedwithsanitaryseweroverflows, thepotentialhealthhazards <br />posedbydefective sewerlaterals, andtheincreasedcostsofhandlingnon-sewagewater. <br />Ineachofthecaseexamples, themunicipalitydefineswhataprivatesewerlateralisandsetsclear <br />expectations (inmunicipalcode) fortheresponsibilitiesoftheprivatepropertyownerstomaintain their <br />sewerlateralsinproperoperatingconditionand torepairsaidlateralsiftheyaredetermined tobe <br />defective. These coderequirementsserveasthefoundationfortheprivatelateralprograms, establishing <br />therelevantresponsibilitiesandgrantingthemunicipalities theauthoritytoinspectormonitorprivate <br />lateralsandrequire repairsiftheneedissodetermined. Evenincommunitiesthatdonothaveaformal <br />programtoaddressprivatesewerlaterals, thereisusuallycodelanguagerelatingtotheauthoritiesofthe <br />serviceproviderandtheresponsibilities oftheprivatepropertyownersinrespecttoprivatesanitarysewer <br />serviceconnections. <br />Eachoftheprivatelateralprogramsestablishessomemechanismtodeterminethecondition ofaprivate <br />lateral (suchaswithsmoketesting, inspectionduringmainlinerepairorrehabprojects, orfromother <br />inspectionsorobservations), setsforththeproceduresforaprivatepropertyownertoconductthe <br />appropriatenecessaryrepairs, clarifiestiming andtheresponsibility forfundingofthework, andincludes <br />somelevelofpenaltiesorenforcement (whichmayincludemonetarypenaltiesordenialofservice). <br />AssessmentoftheeffectivenessoftheprivatelateralprogramsinOregonhasbeenlargely subjective, due <br />tothechallengesofconductingaccuratepre- andpost- monitoringofflows. FortheCityofSt. Helens, <br />whichinstituteditsprivatelateralprograminresponsetoregulatorymandatesrelatedtowetweather <br />flows, therehavebeennorecentwetweatherassociatedoverflows, peakingfactorshavebeenreducedin <br />thewastewatersystem, pumpstationoperatingtimeshavedecreased, andtherehavebeenfewer <br />operationalcall-outsforpumpstationevents. Theothercommunitiesdonotreportquantitativeresults <br />fromtheirprograms. <br />Theissuesofwetweather, I/I, highflowpeaking factors, sanitaryseweroverflows, andrelatedconcerns <br />overprivate lateralsisnotuniquetoOregon. Numerousstudieshavedemonstrated thatprivatelaterals <br />canbeasignificant sourceofI/Iinsanitary sewersystems. ManyothercommunitiesintheUnitedStates <br />havedevelopedprogramstoaddresstheseissues, andasignificantamountofstudyhasbeenundertaken <br />bytheprofessionalorganizations associated withthetechnologyandmanagement ofwastewaterservices. <br />Examplesofcodelanguagerelatedtoprivatesanitarysewersispresented inpapersoftheproceedings of <br />theannualWaterEnvironmentFederation’sTechnicalConference andinthedatabaseofthePrivate <br />PropertyVirtualLibrary (hostedbytheWaterEnvironmentFederation). <br />Inadditiontothebasicprogramelementsdescribed fortheprivatelateralprogramsinOregon othercities <br />havedeveloped alternatestrategiesandrequirements, suchas: compliancedocumentationtodemonstrate <br />thataprivatesewerlateralisfreeofleaks (EastBayMunicipalUtilityDistrict (EBMUD), CAand <br />Greencastle, IN); requirementsthatinspectionandtestingofsewerlateralsbedoneatthetimeofremodel <br />orsaleofanexisting building (CityofSausalito, EBMUD, RockRiverWaterReclamationDistrict, IL, <br />ATTACHMENT 1 <br />Page7of10 Appendix C-102020 Eugene Wastewater Master Plan
