2020 Eugene Wastewater Master Plan Chapter 4: Design Criteria 28 <br />Chapter 4 - Design Criteria <br />PURPOSE <br />The main purpose of this chapter is to standardize wastewater collection system design criteria for new <br />development in the city of Eugene. These criteria utilize the best available land use and planning <br />information and standardizes the calculation of design flows within the collection system. <br />The specific types of information needed to estimate collection system design flows are: <br />• Land use designations – Land use designations for the development under consideration, and all <br />upstream contributing areas through the development. <br />• Base wastewater flow – Estimated daily average base wastewater flow rates for residential, <br />commercial, and industrial users. <br />• Peak flow factor – A factor applied to the average base wastewater flow to estimate peak flow <br />rates that occur during the day. <br />• Peak infiltration/inflow – The estimated peak flow rate for stormwater that enters the collection <br />system through wastewater defects and unauthorized connections. <br />LAND USE INFORMATION <br />Land use designations and population projections are the basis for estimating base wastewater flows in <br />the collection system. Specific information about existing and projected land-use designations, can be <br />obtained from the City of Eugene Planning and Development Department. <br />For purposes of long-range, general planning, Table 4-1 includes the land-use designations that are <br />assumed to contribute wastewater flows to the system. Also included is a very brief description of <br />allowed uses within each designation. <br />Table 4-1: Land-Use Designation Categories Assumed to Contribute Flow to the Wastewater System <br />Land Use <br />Designation Brief Description <br />Low-Density <br />Residential <br />One-family dwellings with some allowance for other types of dwellings. Up <br />to 14 dwellings per net acre. <br />Medium-Density <br />Residential <br />Medium-density residential use and encourage a variety of dwelling types. <br />Allowed density between 10-28 dwellings per net acre <br />High-Density Residential High-density residential use and is intended to provide an opportunity for a <br />dense living environment. Allowed density 20-112 dwellings per net acre <br />Neighborhood <br />Commercial Facilities <br />Generally, less than 5 acres, serving day to day needs. <br />Community <br />Commercial Centers <br />Generally, 5 acres to 40 acres, include a wide range of purchaser goods and <br />entertainment, office, and service needs for a support population smaller <br />than that of the metropolitan area but larger than that of a neighborhood.
