ORDINANCE NO. 20240 <br /> <br />AN ORDINANCE AMENDING THE EUGENE-SPRINGFIELD <br />METROPOLITAN AREA GENE~L PLAN (METRO PLAN) TO ADOPT A <br />NEW PUBLIC FACILITIES AND SERVICES ELEMENT, PLANNED <br />PUBLIC FACILITIES PROJECT LISTS AND MAPS, AND RELATED <br />CHANGES TO THE PLAN TEXT AND GLOSSARY; ADOPTING A NEW <br />EUGENE,SPI;~ANGFIELD METROPOLITAN AREA PUBLIC FACILITIES <br />AND SERVICES PLAN AS A REFINEMENT PLAN TO THE METRO <br />PLAN; REPEALING ORDINANCE NOS. 19478, 19858, 19888, AND 19873; <br />REPEALING SECTION 4 OF ORDINANCE NO. 20186 ADOPTED <br />FEBRUARY 14, 2{}00; AND ADOPTING A SEVERABILITY CLAUSE. <br /> <br />The City Ccmncil of the City of Eugene finds that: <br /> <br /> Chapter IV of the Eugene-Springfield Metropolitan Area General Plan (Metro Plan) <br />se~s fo~h Proced~es for amendment of the Metro Plan, which for Eugene are implemented by the <br />provisions of SeCtions 9~7700 through 9.7750 of the Eugene Code, 1971. <br /> <br /> B. The Metro Plan identifies the Eugene-Springfield Metropolitan Area Public Facilities <br />plan (Public Facilities Plan) as a refinement plan which forms the basis for the Public Utilities, <br />Services and Facilities Element of the Metro Plan and guides the provision of public facilities and <br />services in the metropolitan area. <br /> <br /> C. The Public Facilities Plan serves the goals, objectives and policies of the Metro Plan <br />by addressing the provision of public ~;acilities and services within the urban growth boundao' <br />(UGB), se~ices to areas outside the UGB, locating and managing public facilities outside the UGB, <br />and financing public facilities. <br /> <br /> D. On May 27, 1987, by Ordinance No. 19478, the City of Eugene adopted the current <br />Eugene-Springfield Metropolitan Area Public Facilities Plan as a refinement plan to the Eugene- <br />Springfield Metropolitan Area General Plan, which was subsequently amended by Ordinance Nos. <br />19858, 19888, 19873, and Section 4 of Ordinance No. 20186. <br /> <br /> E. The Co'tmcils and Board of Commissioners of Springfield, Eugene, and Lane County <br />voted to initiate review of the public Utilities, Services, and Facilities Element as part of the Metro <br />P!~ periodic Review Work Program approved by the Oregon Department of Land Conservation and <br />Development (DLCD) in May 1995. <br /> <br /> The review was guided by a Technical Advisory Committee comprised of the affected <br />local governments and utilities. <br /> <br />Ordinance- 1 <br /> <br /> <br />
